Playa Flamenca is the most mature urbanisation in Orihuela Costa: development began in 1972 on a rocky site, and today it's mainly a housing stock from the 1970s to the 90s that needs its installations brought up to date, not new-build work. This is also where the municipal office that handles permits for the whole of the Orihuela coastline is based.

From rocky outcrop to the busiest urbanisation on the coast

Orihuela's General Plan dates the origin of Playa Flamenca to 1966, although actual construction didn't begin until 1972, with investment from a Dutch group on a rocky plot that had not been developed until then. The N-332 runs through the urbanisation from north to south and separates the seafront properties from the inland communities; to the west, the AP-7 motorway marks the boundary. That central position — halfway between Torrevieja and the rest of Orihuela Costa, and crossed by the main road — explains why it ended up as the point with the most services and the most traffic in the whole area.

Permanent residents from northern Europe, settled here for years, live alongside second-home owners. It's a mature area, not one for new-build work: most of the housing stock is between thirty and fifty years old, and that shapes the type of work we do here — much more renovation and modernisation than building from scratch.

For renovation work that doesn't touch structure or façade — kitchen, bathroom, installations, painting — a declaración responsable (a simplified notification-based permit) is enough. Enclosing a porch, adding volume or altering the building envelope already requires a licencia urbanística (a full building permit requiring a technical project). And if the property has old, unregularised extensions, which is common in property sales in this area, Orihuela processes this as a Declaración Responsable de Segunda Ocupación (Second Occupation declaration).
